J-5/ PA-12 commonality - any info?

When I bought my J-3 in the USA, I also bought a J-5A project to fill up the container. It is a J-5A fuselage serial #104, but the wings, undercarriage, struts and engine (Lycoming O-235 C1) are PA-12 items. I am having problems with certification because the J-5 is unknown in this country (South Africa) whereas PA-12s are plentiful. They have different cert numbers - the J-5 is A-725 and the PA-12 is A-780, but this is now essentially a Pa-12 with a J-5 fuselage. Does anyone know if the fuselages are the same? I know the J-5 wing is the same as a J-3 wing, but that doesn't help.
