Problem with throttle clamp

I bought a new Univair throttle and cable clamp. When I installed them, the clamp bottomed out and when fully tightened, the throttle cable could still slide through the clamp with moderate force and could be seen to slip through the clamp when advancing and retarding the throttle.

Any ideas on the best way to fix this, to increase friction between sheath and clamp? Any idea why this might be happening?
