air speed indicator problems

Hi just looking for some info. my airspeed indicator is brand new and is a UMA mosel from aircraft spruce and it is not reading properly it as reading very low and does not go above 40 miles per hour tried disconnecting the static side and does not make a difference just wondering if my pitot tube may be back to far it is back of the leading edge by about 10'' wondering if this could be haveing some effect on accuracy I have looked at afew cessnas today and notice they coming out to the leading edge. If any one has any ideas it would be appreciated. Thanks
