Trim- Nose down issue

The nose down trim intermittently becomes dysfunctional. This only happens when the airplane is trimmed for landing. During a go-around, the trim may not move the stabilizer (sometimes) for remainder of the flight. The indicator is also stuck even when the trim tab rotates freely, and with sufficient tension. Once on the ground, the trim once again operates flawlessly. Cables and screws attached to the stabilizer looks fine. Enlightenment on this topic is greatly appreciated.
