Tach needle oscillates +/-300 RPM

My 1946 Cont 65HP J3 has recently developed an oscillation of up to +/- 300 RPM above about 1600 RPM. RPM appears normal at start up and taxi. Problem usually appears at run up or during takeoff, but not always. I've taken the tach cable out and inspected and lubricated it. Looks OK. Problem comes and goes. I'm starting to suspect the tach. I've owned the J3 since 1961. It's always had the same Stewart Warner tach. I did replace the tach cable after it broke about 10 years ago. Any suggestions?
