Stitches on vertical stab

It appears that there are two stitches on the upper bar, (not the top of), the vertical stab that holds fabric up tight. Are those the only two stitches that are used on the vertical stab? I'm assuming that the wing rib type tape prior to stitching is not needed and that at circular patch goes over each of the stitches. Do I have that right? I did notice that Magnus put two pieces of anti-chaf tape on the horizontal bar where the stitches would be going. I don't understant the point in that, but perhaps someone can explain the rationale.
