vertical stab offset

I'm trying to get my arms around the vertical stab offset. Where is the best place to measure the offset. I think it is supposed to be to have the rear top edge of the stab 1.5 inches to the right of the centerline????? That would have the same effect as applying some right rudder for P effect on take off?? The 1.5 inch offset would be what is needed during normal cruise to be able to fly rudder pedal neutral?? I also assume that the armstrong method is used to do the offset, maybe a couple of clamped two by fours.

All thoughtw will be appreciated.
