Pa 11 fuel tank straps

I have three questions, only one dealing with the tanks straps.
1. I haven't had to take two steps backward on my PA 11 project for some time, but now it looks like I need to take the leading edge off and reposition it so the fuel tank cover will align correctly with the butt rib and tank bay rib. I have been looking at the way I installed the tanks straps using the paint lines on the tank from the straps on the previous installation of the tank. I put them on the way they were, with the bottom straps on the outside of the tanks and the top straps close in. It looks like the bottom straps will come in contact with the rib braces on the bottom of the tank bay. Do I need to reposition the straps so the bottom straps are close in, or do I have them on correctly?
2. Is there a tool to take the bushings out of the wing attach point on the inboard end of the spar? I have found that swearing doesn't seem to speed the process up. I have been able to get them out, but it hasn't been pretty or efficient.
3. I save money, and when I get enough, I make a parts order, my wife worries that I am not ordering parts fast enough, is this normal?
