Legal Issue re landing on grass

OK guys here is one I bet several of you may know the easy and legal answer to. The other day at a controled airport ( although small aiport and little traffic) on final I asked to side step and land on the grass ( as I am sporting Bushwheels and always land on grass where available ) Tower replied " I am not authorised to give you permission to land on the grass" I then asked does that mean YOU cannot authorise but I can land at my own risk or decsion or are you telling me its prohibited. She would only repeat the same verbage which sounded like a CYA response but yet somehow also sounded like if I decided to sidestep and land on the grass it was OK if I decided that. In order not to cause a stir, I landed on the pavememnt but it raised the question for those of us who prefer grass landings at paved airpoports which I do regularly at uncontrolled airporst with no issues. Do you know the legal answer re this when the airports are controled? Best Gary
