Interior fabric - OK to leave off?

Folks, I need an experienced opinion on this:

I'm looking at buying a "nice" Cub in my neck of the woods. I took some photos of the airplane and noticed the interior fabric lining was not put in. I was told this was because of the temperature/weather at the time of full recovery, but that the owner would put it on after the sale. Of course I'd get this in writing, etc, but I've never heard of someone putting the interior fabric AFTER everything else has been done. What's resale value if interior fabric never installed? Notice the fabric over the baggage compartment is also loose. I remember moving that and being able to see allt he way back to the tailwheel.

Is this is a cause for a major price reduction? Do some people leave the fabric off? See pic below of what I'm talking about. Also note the "D" window...they seem "riveted" in.
