Installing LH 18 gal Super Cub tank in a J-3

Friend wants to install an 18 gal tank in a J-3 and keep the original J-3 nose tank. Anyone done this? I know Univair has an STC but you have to have there motor mount too. The powers to be are reluctant to approve because theirs no way to keep from over filling the nose tank from the wing tank. The wing tank is plumbed to the nose tank. Any suggestions?
