Not sure I understand what is actually happening. I need some enlightenment.

My impression is that the new requirements are two- fold: first, you need what we always needed, either a seminar, or four annuals, or eight 337s, or some kind of progressive inspection program. One new thing is that this stuff is now either-or, in the sense that three annuals and two 337s will not do.

The second requirement is active engagement as a mechanic - and since annuals and 337s are IA functions, they do not count for active engagement. Determination of active engagement is at the discretion of the ASI, but the other stuff is cut-and-dried.

I have only read it once, so I could be way off base.

This, coupled with no field approvals, coupled with a dramatic increase in reportable incidents, coupled with increasing costs, indicates to me that reducing general aviation even further is the ultimate goal. I suppose I could be wrong there, too.

I mentioned before that we are now at 53% of the 1977 operations level. As a percentage of the population, that is 37%. I have to admit - I have enjoyed GA in the USA, and will be saddened when it dies.
