Throttle lever assembly

I've looked through all my J3 info and can't find break down of the sequence of assembly for attachment of the throttle levers. Can anyone tell me if this correct?

Thin washer--lever-- special "D" shape spacer--special concave washer with the concave side toward the "D" spacer--nut--cotter pin.

I had to use a half nut in order to get the cotter pin in which leads me to question the sequence or the requirement for the first thin washer.
