main and tail wheels

I'm looking at buying a 46 j-3 and it has cleveland wheels and brakes, the paper work says they are for a pa18-150 under conversion kit 199-71, part number 40-60 and the double puck brakes are 30-60, my question is; are the double puck brakes legal?

it also has a Tw30d maule tailwheel 8", is it legal? no paperwork in the records.
