Fuel Tank AD 85-06-04 Question

AD 85-06-04 applies to J-3 fuselage tanks, and requires the installation of an elbow, quick drain, and tubing to exit beneath the fuselage.

I'm curious if anyone has a "friend" <wink> who has deviated from that AD.

I have a "friend" who did not install the tubing, but left the quick drain inside the fuselage in order to drain his fuel into a fuel tester so that he can see the quantity of water collected/ removed from the tank.

I'm not sure I'm happy with my "friend's" setup, particularly since I realize that it does not conform to the letter of the AD.

Thoughts?
