Broken Floorboard to the right of front brake pedal.

I am inquiring what I need to do to repair the section of particle board which broke out to the right of the front right brake pedal. There is a strap bolted (two bolts) through the particle board and through a square steel channel. I do not know the purpose of the strap or channel since I cannot see under or next to the broken piece. This is a 1939 J-3 Cub which had been restored 25 years ago. I have no idea what the procedure would be if I had to replace the floorboard since it was likely installed prior to putting the fabric on. Can anyone out there steer me in the right direction on how to procede to repair or fix this? Thank you. Frank
