Tailwheel chain slack?

How much slack should there be in the chains to the tailwheel steering arm? When I bought the aircraft, the shop that had done a lot of work on it said it was best to have them a little slack than too tight, but I am not sure I understand the theory. It seems to take more rudder pedal movement than desireable to get any tailwheel steering action.

I hope the pictures below show the situation well enough for comments.
