Runup shows slight rpm loss before mag/carb check

It was a cold day today and so I let the engine warmup a bit after starting. However, when I increased throttle to 1700rpm and held down the brakes before doing my mag/carb check, I noticed that the tachometer needle was showing a drop in RPM from 1700 to about 1600/1550rpm. Again, this is BEFORE I did the mag/carb check.

Perhaps I needed to let the engine warm up a bit more?
