Right side exhaust manifold flanges are bad

My left hand exhaust manifold flanges are soft steel on stainless pipes. They are rusted, pitted, corroded and cracked. My right hand side flanges are stainless like the pipes, and are in perfect condition. How the heck did these things come originally? With the mild steel on stainless? Or were the flanges also stainless? In any case, I bought a pair of stainless flanges to replace the mild steel ugly ones. Any thoughts or guidance here?

I will have a skilled local stainless welder do th. e new flanges, assuring proper clocking and planarity. It will be signed off by my IA however. Wag wants 160 bucks per flange for repair...not per right or left side, PER FLANGE. They replace part of the pipe and not just the flange and they only do the mild steel flanges. Univair won't do repair, but they did provide the SS flanges for 14 bucks each. What to do? What to do?
