Cam off a tooth??

I am investigating why my engine is hard to start, and it has been suggested that the cam might be off a tooth. To look into this, I believe that the manual says that the intake valve should open at 8 degrees BTDC. When I checked with a dial indicator when the valve started to move, it was opening up right about top dead center. I don't have one of those gizmos that go over the spinner to get an exact measurement of when it opened, but the TDC mark was right on the case halves. Does anyone know how many degrees off the cam would be if it was off a tooth in relation to the crank? I think it is around 7.x degrees as I counted the teeth on a cam gear picture from ebay.

Next question: Does anyone know how far the valve is suppose to move? I measured 0.376". I thought it was suppose to be about 0.396 inches. Anyone?
