Tire pressure/Prop Log questions

1. I've always run my 8.00x4 tires at 15-18 psi. After a recent annual, my mechanic pumped them up to 35 psi. He indicated that 15 psi was considered a minimum (to prevent valve-stem shearing), and that running them at 35 psi would decrease wear and tear with no negative effects (save a longer landing roll). So I gave it a go at 35 psi, and everything seems to be operating fine. This isn't doing anything detrimental to the 8.00x4s is it?

2. Separate question: does my fixed-pitch prop require a propeller log and a record of it's inspection during annual?
