After some research I discovered my A65 had the wrong Stromberg NA-S3A1 carb on it. The engine and carb were overhauled in 1999 and the engine shop installed the carb, including a log entry calling out the (incorrect) part number. The installed carb was for a C85, not A65!
i get the idea this is not an uncommon occurrence.
I found an old thread about this but thought it was a good topic to repost and maybe inform anybody as ignorant as I was.

I am a little surprised I have the wrong carb because the engine has a really low fuel burn. I suppose it could have been rebuilt with the right internal parts but part number was not changed as it should have been. But without knowing I am going to get it sorted out.
