J-3 Front Seat Frame

My J-3 front seat frame does not have the two metal straps that run from the front top corners to the Cap-Torque Tube Bearing (-21811-003). I assume they are welded to the frame then bolted to the bearing cap. Anyone else run into this? Is there a way to attach them to the frame without removing it from the fuselage? Clamps of some sort?
