Yesterday I took this pleasant young instructor for a ride. She had never been in a taildragger, yet did the first two circuits totally unassisted.

Today I went to the local IA seminar. With the FAA looking on, a very knowledgable mechanic presented regulatory material. He said (my opinion of what he said, please) that the Administrative Procedures Act prohibits private entities from placing regulatory burdens on the public. Therefore, only those items the manufacturer mandates that are delivered with the airplane can be considered regulatory. The older airplanes do not have such things as an Airworthiness Limitations Section, so this doesn't really apply to Cubs, except that - if you have filed a 337 for a fabric system that does not mandate a special top coat, you are not bound to adhere to any later changes in that STC. By law! Again, as I heard it, this was verified by an opinion letter from AGC-200 the FAA rulemaking group.

I should have known that, since I have had a course in administrative law - but I didn't. You learn something every day.

Again, opinion.
