Can an expert explain to me the correct process for submitting a 337 for an installed STC, after the fact? Two cases as an example:

1. Brackett Aero Filter - owner has logbook entry of install and owner's copy of original, signed 337 but IA never mailed it to FAA.
2. Crankshaft ground to 0.020 under in late 1990s by Aircraft Specialties. Owner has the Aircraft Specialties yellow repair tag with STC number and crank serial number. Owner has subsequent engine log entry of 0.020 under crank installed with crank serial number matching the yellow repair tag. No 337 with STC on file with FAA or in aircraft logs.
