Throttle channel cover plate?

Hi all,

Underneath the tube that holds the instrument panel, of the left side, is a small, bent tube forming a quarter circle hole for the throttle cable to go through. As I understand it, you are to cover around this tube, to form a channel for the cable. Question is, is there supposed to be an aluminium cover underneath the fabric to form the channel? If so – how is it shaped and attached to the tubing (especially at the throttle end).

PS I am recovering my 1946 J3 and at the same time restoring it to "original" configuration as much as I can.
