Short fuel filler neck help

As you can see in the photo the fuel filler neck on my plane is much too short. Leads to a couple problems. (1) it can be difficult to get fuel cap off at times, and (2) the gasket around the neck doesn't fit so does not provice a seal and fuel spills drip into the airplane interior.

Any simple solutions to extend the filler neck? I estimate the filler neck is 1.5" to 2" tall based on sticking my finger into it.

Is it possible the fuel tank is incorrectly installed?

If the solution requires removing the fuel tank how much has to be torn apart to get this done? My Cub airframe has the removable airframe tubes aft of the fuel tank, which I understand makes it possible to remove the tank without removing the firewall.

Does the boot cowl have to come off? Seem difficult to impossible to get at the fuel tank attachment bolts with the boot cowl in place.
