I never understood the need for people to spray lube on pulleys with sealed bearings. The only 2 results that I know of are to make a needless mess and wash the good grease out of the bearings. There is no way these cables and pulleys have been inspected in many years. Too much dirt built up.

I frequently pull the bolt when I lube pulleys that don’t have sealed bearings. I know it is frequently done but coating everything in sight and trusting the lube will seep to where it is needed has never seemed like a good practice to me.
