Retractable antenna.

I saw a picture of L-4 equipped a retractable antenna wire. This wire runs from the cabin to the tail of the cub. Upon release, a small "cone" pulls the antenna wire from the reel and extends it about 100-120ft behind the plane. This antenna presumably improves radio reception. Once done, the pilot just reels back in the antenna.

Is it something that can be done legally on a current j3? Would it increase the range of a handheld radio?
