Main spar laminate

Gents, I have a wing that has a 1/8" laminate on both sides of the butt end of the main spar, extending inward to 6" beyond the butt rib. The attach fitting and the compression member are both mortised in so that none of the laminate is beneath either fitting.

Question:
Has anyone seen this on any other Cub?
If so, what is it's purpose?
What documentation either allows or directs this mod?
