I have a J5A and would like to install shoulder harnesses so that I can fly it for the Coast Guard Auxiliary. My local FSDO is refusing to even consider a field approval 337, etc. They say I have to submit an engineering plan to Oak City and it should take at least six months and they may say no. Anybody got an STC or any ideas? The Cub Club send me two sample 337s for PA-12s but the local FSDO won't even look at them. Any help would be great!

Thanks
Glen
