J3 Cub Wing Tank Venting Requirement

As a new Cub owner, my airplane was restored previously and installed a 12 gallon wing tank in the left wing In addition to the fuselage tank. My question: does the wing tank require a vented fuel cap to enhance fuel gravity transfer capability into the fuselage tank. Univair.
