How to get approval for O-200 in a J-3 ??

I may install a Cont O-200 in my J-3 that I'm rebuilding. I called the FAA yesterday, and he said to send him an email, detailing what I wanted to do. He mentioned to include the serial number, N number. I'm also going to be changing the front tubing via STC to a PA-11 style, doing away with the nose tank and either doing a PA-18 tank or the biplane dual tank system, either way the fuel system will be STC'd. Univair is the only STC for a 100hp installation, but retains the nose tank, which I don't want. The gentleman that I talked to at the FAA,indicated that a lot of 337's even though approved in the past aren't being approved anymore, but he'd take a look at it. He didn't indicate one way or the other, whether it might be approved or denied.
Any suggestions on what I additional information I might include in the email that might help with the approval, or another approach to take for getting approval for a O-200 installation?
