Covering sequence

I understand that the interior of the J3 is covered first. Do you complete the interior through color before covering the fuselage exterior, or do you just shrink the interior fabric, install the floorboards and controls and then attach the exterior covering and apply all dope coats to interior and exterior at the same time?
