AL-3-100 (Legend Cub) fuel level tubes?

The AL-3-100 "Cub" has two 11 gal wing tanks. Monitoring tank fuel levels requires a simple visual check of each clear tube on the port and starboard wing bulkheads.

1. So, when filling the tanks with AC at its tailwheel angle, why doesn't fuel spill out as the tail lifts from ~17 degrees to zero during takeoff?

2. What can cause the port tank to show 10%-20% more fuel burn than the starboard tank?

3. Is it possible one fuel cap vent is blocked reducing that tank's flow?
