Aileron cable connection?

Hello all. I'm going through my new-to-me 47. It was restored but has been sitting before I acquired it. I found the aileron cable connection above the front seat to have what looks like 2 pieces of stainless sheet used to connect the aileron cables? The manuals show it to be the clevis type end, slid into the other cables clevis with one bolt connecting them. Are the cables too short? This can't be right, right? Any info is appreciated.
