Last 2 annuals been with Aeroshell 100. Continental MM spec calls for SAE 40 / Grade 100 at my temps.

Re: Piper Classic Airplanes Inspection Report pn: 230 3000.
Note 11: Part 4a aircraft require Operations Limitations Certificate obtained from FAA Regional Office?

Is there any change from this requirement and, has anyone succeeded to obtain this certificate?
