KAP has a point. "Speed of light" is not a rate, it is a constant. I don't know what that does to my assertion that speed is the rate of change of distance.

Speed of light is not a constant. It varies quite a lot from it's maximum speed in a vacuum. If something is going faster than the speed of light in a medium, it gives off Cherenkov Radiation.
